The City of San José has had a longstanding commitment to closing the digital divide through SJ Access, opens a new window, a citywide initiative led by the San José Public Library (SJPL). In order to update our 5-year Digital Equity strategy, we would value your feedback on the needs of our community. Please take our survey, so we can learn how San José residents may be impacted by the digital divide.
This survey aims to gather insights about San José residents’ perceptions on internet affordability, device access, and opportunities to enhance your digital skills.
The survey is available in English, Spanish, and Vietnamese and takes about 10 minutes. Your responses are anonymous and protected by SJPL's Privacy Policy. The survey will close March 29, 2024.

Background About the City’s Digital Inclusion Efforts
In 2017 the City adopted the Digital Inclusion and Broadband Strategy, which identified that approximately 90,000 residents did not have or use the internet at home, and many cited the reasons of affordability, fear, and access as the reasons why they were not connected.
In 2019 the City established the Digital Inclusion Fund to strategically leverage public-private partnerships to advance equitable strategies to close the digital divide. And in 2020 the SJ Access initiative was launched. SJ Access is an innovative digital inclusion initiative that seeks to address the three A’s: access to devices, adoption to digital skill building curriculum, and affordable internet.
With the emphasis on helping San José residents and families with school-aged children adapt to the increasingly digital world, SJ Access provides digital skill building lessons and supports tech help at library branches, as well as Device Lending Services and Community Wi-Fi.
